Why WhatsApp templates get rejected, and how to get them approved first time

Meta’s own list of rejection reasons, how it decides marketing versus utility, what to do after a rejection, and a checklist that gets most templates approved on the first try.

The short answer

Meta rejects WhatsApp templates mostly for formatting (a variable at the start or end, broken or out-of-order variables, too many variables for the text) and for content (threats, misleading claims, asking for card or ID numbers, or copying an existing template). Review takes up to 24 hours, and you can edit and resubmit or appeal.

Every message a business starts on WhatsApp uses a template that Meta has approved. A rejection usually costs a day, and when it is the template for a festive sale, that day matters. The good news is that most rejections come from a short, predictable list, and Meta publishes it.

How does WhatsApp template review work?

When you submit a template, Meta checks it with a mix of automated systems and people, against WhatsApp’s policies and quality rules. A decision arrives within 24 hours, often much sooner, by email and in WhatsApp Manager. An approved template shows as Active – Quality pending until customers have received it and Meta has enough feedback to rate it.

Why do WhatsApp templates get rejected?

Side by side: a rejected template that starts and ends with a variable, threatens the customer and hides a short link, next to an approved utility template where every variable sits inside real words about the customer's order.
Most rejections are fixed by rewording, not by changing what you want to say.

Variable formatting

Variables such as {{1}} are where the customer’s name, order number or date goes. Meta’s published rejection reasons include:

  • A variable at the very start or end of the message. Wrap it in words: “Hi {{1}}, …” rather than “{{1}}, …”.
  • Missing or mismatched braces, such as {1} or {{1}.
  • Special characters inside a variable, such as #, $ or %.
  • Variables out of order, such as {{1}}, {{2}}, {{5}}, {{4}}. Number them 1, 2, 3 in the order they appear.
  • Too many variables for the length of the message. A template that is mostly blanks gives a reviewer nothing to check.

Content and policy

  • Threats or abuse, such as warning of legal action or public shaming.
  • Asking for sensitive numbers: full card numbers, bank account numbers or national ID numbers.
  • Breaking WhatsApp’s Commerce Policy, for example selling things WhatsApp does not allow.
  • Misleading or pushy wording: fake urgency, claims you cannot back up. These are also the messages customers report, which hurts your quality rating later.

Duplicates and limits

  • A duplicate of a template you already have, with the same body and footer. Edit the existing one instead.
  • Over the character or emoji limits for that template type.

Missing samples

If a template has variables, Meta asks for a sample value for each. Give realistic ones: a name, a real-looking order number, a date. A sample is required if you appeal.

How does Meta decide marketing or utility?

The category decides the price: in India a marketing message costs ₹0.8631 and a utility message ₹0.115. Meta’s guidelines say a template is utility only if it is both:

  1. non-promotional, with no offer, upsell or persuasion; and
  2. specific to the customer (their order, booking, account or transaction) or essential to them, such as a safety alert.

Two rules catch people out. A template that mixes an update with a promotion, such as an order update with a discount code, counts as marketing. So does a template whose content is unclear, such as one that is only {{1}} or just “Congratulations!”. Meta can also move an approved template to a different category later if it is used differently from how it was described.

What should you do after a rejection?

  1. Read the reason. It arrives by email and in Business Support Home, under the account’s rejected templates.
  2. Fix the specific problem, usually one of the formatting rules above, and resubmit.
  3. Appeal if you think Meta is wrong. Edit the template if needed, add a sample, and submit. Appeals are decided within 24 hours.

A checklist before you submit

  • Is the category honest about what this message does?
  • Does every variable sit inside real words, numbered in order?
  • Is there a realistic sample for every variable?
  • Would the customer recognise who it is from and why they got it?
  • Is there no threat, false urgency or request for card or ID numbers?
  • Is it different from your existing templates?
  • Do links go to your own domain, not a hidden short link?

How NudgeBolt helps

NudgeBolt starts you from a library of templates written for your industry in English and Hinglish, and checks drafts for the common rejection causes before they reach Meta. Describe the message you want and the assistant drafts one that already follows the rules, in the right category. See how templates work.

Quick answers

How long does WhatsApp template approval take?

Up to 24 hours, and often a few minutes. Appeals are also decided within 24 hours.

Why was my utility template approved as marketing?

Usually because it contains something promotional, or because its content is too vague to tell. Mixed templates are always marketing.

Can I edit an approved template?

Yes. Edits are reviewed again before the new version is used.

Does an approved template stay approved?

Only while customers respond well. Templates with poor feedback can be paused or disabled. Keep sending them to people who expect them.
