The short answer
On the official WhatsApp Business API in India, Meta charges ₹0.8631 per delivered marketing message and ₹0.115 per utility or authentication message, before tax. Replies inside the 24-hour window are free for the first 1,000 a month on each number. Your software platform charges separately, and some add a margin to every message.
Most WhatsApp bills that surprise people are not expensive because of WhatsApp. They are expensive because nobody explained which part of the bill is Meta’s, which part is the platform’s, and which messages were never meant to cost anything. This guide works through all three, with the rates Meta publishes and three monthly bills you can compare with your own.
Who charges you for WhatsApp business messages?
Two companies can charge you. Meta charges for each message delivered, priced by what the message is for. Your platform (NudgeBolt, AiSensy, Wati, Interakt or any other) charges for the software: the shared inbox, automation, AI replies and team seats.
The difference that matters is who sends you Meta’s part of the bill. If Meta bills your own Meta Business account, you pay exactly Meta’s rate. If Meta bills the platform and the platform bills you, the platform can add a margin to every message, and many do.
How much does one WhatsApp message cost in India?
Meta prices each message by its category and charges only when the message is delivered. For messages to Indian numbers, the rates in October 2026 are:
| Category | What it is for | Meta’s rate per delivered message |
|---|---|---|
| Marketing | Offers, launches, festive sales, win-backs, first messages to new leads | ₹0.8631 |
| Utility | Order and shipping updates, appointment reminders, payment receipts | ₹0.115 |
| Authentication | One-time passwords and login codes | ₹0.115 |
| Service | Free-form replies inside the 24-hour window | First 1,000 a month free per number, then charged |
Two things follow. First, a reminder or an order update costs a fraction of a promotion, so keeping transactional messages genuinely transactional saves real money. Second, the category is not yours to pick freely: Meta reviews the category of every template you submit, and a promotional line inside an order update is enough for it to be treated as marketing. Our template library is pre-checked against the rules that cause that.
Utility and authentication messages also get cheaper at very high volumes, through Meta’s monthly volume tiers. Marketing messages have no volume discount.
Are replies to customers free?
Partly. When a customer messages you, a 24-hour window opens. Inside it you can reply in your own words, without a template. Since 1 October 2026, the first 1,000 of those replies each month are free on every business phone number; after that, each reply is charged at Meta’s published rate, the same as the utility rate for India at the time of writing.
For most small businesses, 1,000 replies a month per number is plenty, which makes conversations that customers start far cheaper than ones you start. The practical habit is simple: reply while the window is open. Once it closes, you can only restart the conversation with an approved template, at that template’s rate.
When does WhatsApp not charge at all?
Several messages cost nothing, and it helps to know them before you estimate:
- Messages your customers send you are always free.
- Messages that are not delivered are not charged. You pay per delivered message, not per attempt.
- Conversations that start from a Click-to-WhatsApp ad open a free window: while it is open, Meta charges for no messages of any category, marketing included. If you run Meta ads that open a WhatsApp chat, this is the cheapest way to follow up a lead.
- The first 1,000 service replies each month, per number, as above.
What a markup adds to your bill
Platforms that bill you for messages often charge more than Meta’s rate. On the public pricing pages we checked in October 2026, marketing messages cost between about 10% and 26% more than Meta’s ₹0.8631, depending on the platform and plan. Our platform comparison lists each one with a link to its own pricing page.
At a few hundred messages the difference is pocket change. At campaign volumes it becomes a second subscription you never chose, and it grows every time you send more.
Three real monthly bills, worked through
Here is what Meta would charge three typical Indian businesses each month, at the rates above and before tax. The platform fee is extra in every case.
| Business | What they send each month | Meta’s charge |
|---|---|---|
| A dental clinic | 600 appointments with two reminders each (1,200 utility), 600 care notes (utility), about 600 replies to patients | 1,800 × ₹0.115 = ₹207 (replies inside the free 1,000) |
| A D2C fashion brand | 3,000 abandoned-cart nudges (marketing), 2,000 orders with three updates each (6,000 utility), 1,800 support replies | ₹2,589 + ₹690 + 800 paid replies × ₹0.115 = ₹3,371 |
| A real-estate developer | 1,500 new portal leads, a first message and one follow-up each (3,000 marketing), replies under 1,000 | 3,000 × ₹0.8631 = ₹2,589 |
The clinic’s bill is tiny because nearly everything it sends is utility. The real-estate developer sends less than twice as many messages but pays about twelve times as much, because every one of its messages starts a conversation, and that makes it marketing. The D2C brand is the one that should watch markups most: at 20% over Meta’s rate, its marketing and utility messages alone would cost about ₹656 more every month.
What changed in WhatsApp pricing in 2026?
- 1 January 2026: Meta raised India’s marketing rate and started billing Indian businesses in rupees. Eligible accounts must move to INR billing by 31 December 2026.
- 1 October 2026: service replies stopped being entirely free. Each number gets 1,000 free a month, then each reply is charged. Utility templates sent inside an open window are charged again too.
If a platform’s pricing page still says “replies are free”, it is out of date.
How to estimate your own WhatsApp bill
- Count your marketing messages: campaigns, offers, first messages to new leads. Multiply by ₹0.8631.
- Count your utility messages: reminders, confirmations, shipping updates. Multiply by ₹0.115.
- Estimate replies beyond 1,000 a month per number, if any, and multiply by ₹0.115.
- Add your platform fee, and check whether your platform adds anything to steps 1 to 3.

Quick answers
Is GST charged on WhatsApp messages?
Meta’s rates above are before tax. Meta adds applicable taxes on its invoice, and platform fees carry GST as well.
Why was my utility template charged as marketing?
Meta decides the category when it reviews a template. Any promotional wording, such as a discount code inside an order update, can make it marketing, which costs about 7.5 times as much.
Do I pay for messages that fail?
No. Meta charges only for delivered messages. A message that never reaches the phone is not billed.
Are WhatsApp messages from Click-to-WhatsApp ads free?
When a customer starts the chat from a Click-to-WhatsApp ad, Meta opens a free window in which no messages are charged, of any category.
